So i have never made a texture pack but I have used some and I've found that I like a lot of things from some but there are things that I don't so much like from others. I was wondering how to make a selective texture pack for myself using only my favorite textures from different packs.
use paint.net or gimp and just move the blocks you want from one terrain.png to another..just set your selection to the size of the pack..16x16,32x32 etc

yeah.... lol download paint.net...it's a free program.. and easiest/best thing to do is check out the tutorials on the Must Read thread at the top of the forum, or ask on the artist's guild site for more detailed help. (link in my sig)
