I want to make a custom texture pack because I only want certain blocks changed in the default Minecraft texture pack. What is the best software you can possibly recommend for me to make one? GIMP? Photoshop? I do not have anything currently installed except MS paint, and I only use paint for designing skins.
Also, I'd like to know how to generate noise onto a block to make it look more natural.

It's only 16x16 so paint will seriously do the job. If you really can't stand it GIMP is great. I like photoshop as using gradients for Diamond blocks is great and using marquee and hue/saturation for things like water is awesome!

That's because MS paint doesn't allow transparencies which screws up the textures that aren't a solid square. GIMP or Paint.NET are very nice alternatives and are free. If you have a few bucks to spend, buy Photoshop CS5
To my knowledge for editing pretty much anything, Photoshop is the industry standard.
Now from personal experience: I used paint.net before getting Adobe CS5 and that worked fine for making texture packs. I liked it because it was really quite user friendly, which allowed me to learn it quickly. Gimp and Photoshop are pretty comparable, it's just that Photoshop is a little more powerful, and a little easier to learn.
Also, for making noise there's a noise filter in Photoshop, Gimp, and Paint.net.

It's funny you asked, because my mother works as a graphic artist and she has Photoshop CS5. It's not currently installed, so I'll use GIMP, and if that does the trick, thanks. If not, I'll give Photoshop a try.
