A 64x to a 16x is a huge step compared to a switch from 32x to a 16x, If I were you I would private message the creator and see what He can do. But really now adays most packs are 16x +.
Not sure how well a hand-painted texture pack would work in 16x, but to be honest, I started with 32x Mixcraft until I discovered Misa's 64x, and haven't looked back since.
I use 64x Bordercraft from tie to time and so far, it's the only 128x pack I've liked. I can see why people who prefer or need to play in 16x would want that kind of look, but I'm not sure if/how it could be done.

you can do it via a glitch in minecraft i found this out by accident messing with bordercraft gui and armor textures so i have only tried it one way it may work other ways- install the bordercraft 64x64 texture pack the old fashioned way by opening the bordercraft zip deleting the gui.png file in gui folder and dragging everything else into minecraft.jar and then boom the entire texture pack is 16x btw you dont have any of those weird hd texture glitches like fire in wood planks and lava/water flow and texture stays
*pros- hd texture fix is not required so that makes modding easier and slight increase in fps as result of having sd textures
*cons- you lose the cool high tech gui and the texture pack looks a little shittier but thats how it would be in 16x anyways hope this helps :biggrin.gif:
