Best way...copy the default pack (the minecraft.jar file) and insert your files accordingly. I personally delete the rest from what I release as MC will include it by default.
Then, as agent says, make it a zip file

you need to convert the files into a .zip folder
(make sure all of the files are in the right places and named correctly!)
