All you need is an image editing program to make a texture pack. You could even use Microsoft Paint if you wanted to. A program like GIMP or Paint.Net will work fine for you. You just have to draw on a .png file.
Don't torrent photoshop. There are plenty of free alternatives

For a moment, I was thinkin' you wanted to make a photoshop themed texture pack, would would be awesome.
