Well, I personally am not a fan of most simple texture packs, but I'll critique it on its own merits.
First and foremost, I want to say that it's entirely possible to make an appealing simple texture pack, and I'm going to help you avoid some common hurdles.
Okay, first of all, it's not required that your blocks have borders. A common mistake made with first time texture pack makers is that they don't know where to start drawing, so it makes it easier to draw a border first. Generally speaking, having borders on your texture pack makes your map look like it's a grid, and all around not fun to look at.
If you insist on having borders, though, they should be darker that the main color. The border surrounding the dirt blocks are particularly irksome. Another thing for if you're going to have borders, is that you need to be consistent. The dirt blocks have borders, while grass blocks do not.
I notice that you're trying to add some texture to blocks by randomly drawing dots on blocks. This is a refreshing break from all the simple packs that just use a single color for everything. But I might suggest using a program to make it work better. You should download this thing called Paint.NET and then use the noise feature. This will add a lot of depth and texture to your blocks and makes everything a joy to look at.
