Seen a few people complaining that it's hard to find stuff and honestly I have to agree.
Someone suggested that we combat this by doing what the mod forum did and adopt a conventional way of naming our pack threads, so here is my proposal for that:
[resolution][Minecraft version]pack name (misc)
resolution is one of the following: 16x, 32x, 64x, 128x or, 256x Minecraft version is the version* your pack supports. (1.3 for example) pack name is the name of your pack misc is any optional info you want describing the pack (WIP), (Preview), etc.
For pack collections or packs with multiple resolutions, I suggest listing out the supported resolutions and version numbers inside the [ ].
Examples:
[16x][1.3] Sunshine Valley (WIP)(Simple)
[32x][1.3] Creeper pack (Now with better grass!)
[16x][1.3] My first pack!
[32x, 64x][1.3, 1.2] Picasso's Packs ( 2 packs!)
*since texture packs are much more forgiving of version differences than mods, I don't think you need to list the minor version numbers that go with bug fixes and the like. Just the latest version to change the graphics will do.
If anyone has any comments or suggestions regarding this, feel free to voice them. Once it looks like we have some sort of agreement (or the thread deteriorates) I will attempt to pass this along to the powers that be to see if I can't get them to adopt it formally.
Also, I should note that this is in no way intended to reflect poorly on the efforts of Lilyo in maintaining the index thread. That thread is a wonderful resource and he does an outstanding job with it. This section has just gotten so large and chaotic that finding stuff that hasn't yet made it into that thread is problematic at best. (The search feature on PHPBB is somewhat lacking at times)

The only discussion I want here is over what should be included in post titles and how they should be formatted.
To throughly nip any derailment in the bud, I'll make something a bit more on-topic out of this comment and suggest that any pack containing works from other authors* include (Remix), (Mix) or something along those lines in the thread title.
*I'd consider the base pack someone is using when making their own to be an exception to this provided their intent is to replace every tile in the base with their own artwork. That said, they should still clearly identify and credit the original pack in their first post if they re-distribute any of the work from it, even if they do intend to replace it all.

I was looking for some "official" title format. Its really annoying seeing some interesting thread title, but it turns out to be some 8px or 256px pack that isn't what you wish. If only the forum could support a scroll-down menu before the thread title that has a list of resolutions (-NONE-, 16x, 32x, 64x, 128x, 256x, OTHER), with hopes to have users put the resolution of their pack (those threads that aren't texture packs just leave it at -none-). Not sure if phpBB is capable of such a thing (let alone having it for an isolated forum location).

Now, let me explain why I think it's in our best interest to be strict about that. Down at the bottom of the page is a sort option. If everyone formats the subject (the thread title) the same way, it means sorting by subject will group all of the same resolution and same version packs together.
So the listing would look something like this:

[16x][1.3] pack1
[16x][1.3] pack2
[16x][1.3] pack3
...
[32x][1.2] outdated HD pack41
[32x][1.2] outdated HD pack42
[32x][1.3] updated HD pack1
[32x][1.3] updated HD pack2
...
This would make it easier for people to find what they are looking for which I think is something we can agree helps both people looking for packs, and authors looking to get their packs seen.

Floating this back up to the top again. Since folks seem to like the idea quite a bit, I will see what I can do about bringing this to the attention of people who can act on it. Hopefully there is a mod in charge of this section who can do something to enforce this. (Such as edit thread titles and the like.)
I personally won't hold my breath though as I know they are still a bit over-worked and I rather doubt that they have finished going over all the applications for new mods yet.

1) Move the (PROPOSAL) to the front of the title to make it really POP out at people.
2) Put symbols at the beginning and end of your topic title, making it stand out more.
3) Capitalize the title of the topic, such as with a book or movie: "The King's Speech"
Copy and paste one of THESE as your title, and I guarantee more people will click on it:
