It's not a bug, it's a feature... if you can call it that. It's not just with your texture pack, because it's due to the latest graphical changes in the 1.3 update. So to Izraili, I would double check your redstone, because this change affects everyone, unless you didn't update to the latest Minecraft yet.
You can no longer pick colors for your redstone dust trails, because it's recolored in engine automatically. They decided to recolor the off-state to solid black for some reason.

While its off its dark, almost black. then when you put a redstone flare on it then it looks fine.
Photos From are from my pack. but this redstone issue happens even with vanilla.
