I've tried simply using the "compress folder" command in Finder, and I've tried using a 3rd party zipping program, but for some reason minecraft just wont' recognize the file.
It's a minor edit of a texturepack I liked for personal use, and all I changed was terrain.png, but for some reason minecraft just ignores the fact that it's a custom pack at all.
