OK so so long story short, I want to get these high detailed torches into my custom texture pack i am making, but when i copy+paist they are too big. I'm using gimp and I see a lot of the other things like paintings have tiny pixels in the terrain, so how can i get these high detailed torches smaller but keep them just as detailed, without f#!king up anything else in my texture pack.

You need to adjust your whole texture pack to match the resolution of the torch. You can still keep the tiles looking the same as they were at the default resolution, but keep in mind that you'll need Xau's Texture Patcher to make it work correctly in-game. You may also need to adjust the torch to match the supported resolutions by the patcher.
But when i tried that before the texture pack didnt work and all the blocks were too detailed D: they looked diff

Scaled.
Same thing, different resolution! They both should look the same in-game.
Oh, and sorry for saying that you need to scale your whole pack before; you only need to scale your terrain file. From what I remember, Xau's patcher will still make 16x16 texture sheets work even though there are higher resolution files in the same pack.

That's the whole point of resolution. :sleep.gif:
If you're fairly skilled, just shrink it to the appropriate size and redraw the torch in the areas that don't look quite right.
