Here is the idea:
On a website you get the option to create a texture pack and take only the parts you love from existing packs.
This could be like this:
You login into the site to get full access to all options
- Click on "Compile new set" (or something similar?)
- Pick resolution: 16x16 32x32 64x64 128x128 256x256
- Browse and pick your Redwood of choice
- Browse and pick your Wood of choice
- Browse and pick your Birchwood of choice
- Browse and pick your Planks of choice
- Browse and pick your Pumpkin of choice
- etc until you have a complete texture pack ready for patching
- If you have picked the individual parts you want and the rest is all from one single original pack you can skip the rest.
-Give your compiled pack a name and post it/download it
Vote for original complete packs
Vote for single texture per type of surface
Upload your complete or partial textures
Comment and give the creators feedback
Think of it and give your vote, remember to add any ideas and thoughts you have for such idea.

Having taken a stab at this once already myself, I can tell you the interest is there.
I just ran into some problems with the way I had implemented how tiles were broken out of packs that made uploading tiles confusing as all get out and realized I'd have to do a near complete re-write to fix some things so it never really got off the ground. :/
My suggestion is to make it -easy- as heck to upload and update both entire packs and single tiles as your primary design concern. A web based tile editor, would also be interesting but I don't suggest going above 16x with that since it would mostly be something that would appeal to the texture neophytes. (And they are the ones that get confused when trying to run a patcher.) Though if you DO go above 16x, be sure to have a prominent link to the HD patcher thread.
You may also want to consider including some scaling features so that you can move tiles between packs of different resolutions.
In my design I had tags for both entire packs and for each tile so you could easily find stuff you were interested in. I also had stubbed out a comment section for each pack and each tile but never got that implemented.

You should know that it is only the development of the project that requires funding and the site will function purely through donations/nothing after it is ready and live.
It was interesting that you had already tried this once before and if you think you can make the programming work and for a lot less than what the big tech outsource companies in India is charging you should give me a pm since my intention is to do any design work myself and if the funding is non successful for the programming part I will need to still make the website, but then there would not be any function for it only a dummy-page that I will use for a school assignment. :smile.gif:

I agree, if someone(s) think they can do the needed coding to make this (and perhaps with time even more features) work, I will provide the needed designing (css and such) and I will pay up for host and domain needed.

Uploads will only be tolerated if the creator uploads him/herself ofc :smile.gif:
