All versions of SC have been updated! Changes include,
Made all 3 versions of SC in 1.7 through 1.7.4 compatible with 1.5.2 versions of minecraft again, including the current version of Tekkit, which is apparently still all the way back using minecraft 1.5.2
Made cracked and mossy stone stronghold bricks flash, making strongholds impossible to miss, even from over 100 blocks away
Made water a little more transparent
To my (limited) knowledge, servers can't detect what texture pack you're using - at least not in a literal sense. However: plugins do exist that preemptively assume that users on the server will use x-ray mods or x-ray texture packs, and mess them up by obfuscating the appearance of all blocks that aren't within your line of sight. They're almost 100% effective. Also, servers have the option to force you to use a specific texture pack, though I've never been on a server where that option was used, and on the servers I've run, I've never bothered experimenting with it to see if it works or not/how it works.
In other words, as far as I know, no, a server can't tell if you connect to the server, are using Strongestcraft and, for example, automatically kick or ban you for it. However, plugins do exist that stop some of its features from working.
Basically, Mojang(or Grumm in particular, since he commented on that post) made it so that a solid color will render instead of transparency for non-transparent blocks.
I can see MCPatcher/Optifine allowing players to circumvent this, though. So it's not like it's going to be impossible to get this to work again. That does mean that this pack will require a mod to work, though.

In this analogy, Mojang is taking away pistols in the hopes that their former users won't switch to better, far more efficient weapons. I've always been clear on that matter: x-ray mods - and modded clients as a whole - are objectively more effective than my resource packs could ever be, no matter how much time I spend on them. Since resource packs don't modify a single line of code, they don't have the same potential to benefit the user that modded clients do. I could never give a user the freedom to fly around (almost) any multiplayer server they want by using one of my resource packs.
Authors of modded clients, however, can. Some of the more brilliant ones find workarounds that allow users to fly on servers that have nocheat, nocheat+ and other anti-cheating mods/plugins installed. But forget flying - that's just the tip of the iceberg. Xraying the likes of which these resource packs could never provide - the ability to see literally any block you want to specify, when those blocks are surrounded on all sides by solid blocks - is another very common feature of modded clients. Killauras. Chest ESP. Player ESP. Mob ESP. Player and mob tracers. Fullbright. Autoaim for bows and other ranged weapons. The list of common features of good, popular modded clients just goes on and on and on.
But don't take my word for it; see one in action for yourself by looking them up on youtube. If you're curious, no one can stop you from trying one out to see how one works. They're all a little different from one another, but most feature enough similarities to other popular ones that, if you've ever used one, you'll quickly become comfortable using an unfamiliar one. And they're not exactly hard to find. Nobody can stop users from googling "minecraft modded client." Nodus, matix, zombe's modpack, weepcraft... It's not exactly like people are restricted to only downloading 1 modded client that can easily have all its features blocked.
If you're looking for a modded client: you've got options, and the likelihood of them ever being rendered ineffective - at least within the foreseeable future - is slim to none. 1 or 2 important features of a modded client, and about 5 of its smaller, mostly unused features are disabled on a server with NC and NC+ installed? That's cute. But its other 8+ important and 30+ smaller, uncommonly used features will still work perfectly fine. Speaking from experience as someone who's used such clients to help moderate and administrate servers with NC and NC+ installed, I should know.
But back to how strongestcraft users might react to this.

Some users will upgrade; some won't. It's as simple as that. But whether or not Mojang - and the majority of the minecraft community - regrets this decision will be determined by just how many people decide, "Welp, I guess it was time for me to upgrade to something better anyway," instead of, "Aww man; xray resource packs no longer exist, and I lack the time, confidence or willpower to look up an alternative. I am thwarted!"
(But let's be real here. If you have the 5 minutes of time, confidence and willpower to look up an xray resource pack, learn how to install it and use it, then you've already successfully proven you can do the same with a modded client. I can't think of a scenario in which an xray resource pack user would be so cartoonishly inept that they were capable of using an xray resource pack, but not a modded client.)
In other words: will we end up seeing more effects of xraying as a result of xray resource packs being disabled? As I've always said: my xray resource packs can never live up to the usefulness of modded clients, even if my packs were compared to a client that only featured xraying. The client would beat my packs every time, hands down. Modded clients, when only accounting for their xray feature, will show you literally 100% of every single block on-screen that you wish to see, no matter what it's hidden behind. My resource packs? Say you're looking for diamond ores. It'll show you roughly 10% of 'em. The other 90% will be surrounded by stone, impossible to see unless you strip mine and happen to find them by pure luck... Or use a modded client, which will show you all 100% of them.
Taking this and this alone into account, it's possible that we'll end up seeing more effects of xraying as a result of xray resource packs being disabled. When you factor in the added benefits of flying, wall-climbing, selective killauras that ignore people you mark as friendly, fullbright, the negation of fall damage, player/mob/chest esp, player/mob tracers, colorcoded waypoints, bow aimbots, freecam, (Which, as of the last time I used it on a multiplayer server in 1.5.2, made you invincible as long as you used it, even on servers with NC and NC+ installed; the only drawback was that you couldn't move while using it. But turning killaura on first was always a nice deterrent when going AFK), and all the other 30+ common features you see in today's most popular modded clients: I wouldn't be at all surprised to see minecraft players trampling over one another in their haste to switch from using my resource packs to modded clients, which will have far more devastating effects on servers than my resource packs ever could. I can't stress it enough: modded clients are flat-out better in almost every single way.
TL;DR Mojang is taking a risk with a gamble like this - taking away peoples' plastic airsoft guns in the hopes that they won't switch to using futuristic superguns that are just as easy to obtain and use, and the same price: $0.00.

Hmm. I tested it in minecraft 1.6.4, using the latest version of SC - the default one, version 26. Which version of minecraft and which version of SC were you using? Also, were you playing on a server that requires you to download mods, like a feed the beast server?

Nah - it's not because bedrock is transparent. Bedrock being transparent predates the void visibility feature by at least a year. An update around 1 or 1 and a half years ago has since caused the void to turn black whenever you're at a depth of 61 or lower, where the 61 is measured by the F3 button - when measuring your depth using external mods, such as Rei's minimap, it may say you're at a depth of 60 or 62. Having just tested this in-game by temporarily making bedrock a completely solid, normal version of itself, I can reaffirm that this is the case. Unfortunately, since this is an innate feature of how minecraft is coded, not something that can be changed by modifying any textures, there's nothing I can do about it.
However, if you're still interested in modifying or making resource packs of your own, I encourage you to explore any of my strongestcraft folders to see where and how everything is sorted. As far as image editing programs go, I recommend gimp, since it's free and has every image editing option you could ever possibly need. To answer your question: assets > minecraft > textures > blocks is where bedrock's texture is located, (As well as most other blocks), in all 3 versions of SC.
make the spawners like emmiting lots of fireworks particles or something, it's really hard to spot them from a distance, especially the cave spiders spawner because they dont have flashing mossy.
tried lots of xray textures, but i find that built-in vanilla xray is sometimes more usefull

Which version of SC were you using? In the latest version of SC - and a few versions before it, I think - all mob spawners flash. Also, the change you suggested would be a coding change, not a texture change, so that's beyond the scope of a resource pack.
Eraiya, can you tell me where is the spawner texture located (so that i can just change it to some solid acid color - for better visibility from far distance)?

Basically, Mojang(or Grumm in particular, since he commented on that post) made it so that a solid color will render instead of transparency for non-transparent blocks.
I can see MCPatcher/Optifine allowing players to circumvent this, though. So it's not like it's going to be impossible to get this to work again. That does mean that this pack will require a mod to work, though.
