That is some older mod that gives it that look, I have no idea what it's name is, the texture pack itself is just SplotchBlock or something similiar. The mod though, even if you find it will not work in the newest version of the game, there is a lighting mod by MrMessiah, which makes everything look a lot smoother, but I don't know of anything that does this effect. Maybe someone will make a shader for Daxnitro's GLSL shaders that does something like this.

If you use a ati/amd card your out of luck till he fixes
