Do you know how to install texture packs? Do you know how to edit the terrain file? Do you even know where the terrain file is? Do you know what size you want the glass to be? Should there be a border or no border? Do you just want us to post an image of the terrain file with the original textures but with a new glass texture?
do you mean the glass would be partially transparent? It doesn't appear that block (like most) isn't coded to handle transparency in that way. each pixel can only be 100% transparent or 100% opaque. Not sure if it can be fixed via a mod.

It IS hard because glass doesn't support semi-transparency like water and ice. So you're either going to have pixels that obscure your view, or no pixels at all(and thus just looks invisible). Glass needs certain things to appear as shiny glass, streaks of light are one of them. But you can't really put them in there without obscuring the actual part the player needs to see through. The lower the resolution, the worse this becomes to deal with.
