Title says "Best Minecraft Texture Pack", not "Best Minecraft 16x16/non HD Texture Pack". Besides, only 4 packs? I'm pretty sure there's more than 4 good 16x16 texture packs out there. This poll is a joke.
Woops, haha, bit overtired here.
16*16?
None of the above-- I don't really like any of the 16x packs except for the default, although custom Painterly is nice... If it would actually give me a real set of textures instead of an 8kb trash pack that makes Minecraft nonoperational.
Why painterly? It is bad because of it's bad pixellated terrain, the armor and gold gag items.
Look at Eld or Pixeludi, they don't go away from default and have their own styles and they are not generic but Paintely is over-used and the customizer doesn't change anything.
For me (from the vote options)
1- Eld - Great art and it's of style, not generic and meets the users with a warm and detailed welcome. It is just awesome!
2- Pixeludi - Except for it's red wood (I know it's rusty-colored but still couldn't get used to it) it's much like Eld and has very nice designs, it won the texture pack contest too! But Eld and Pixeludi run in different parkours.
3.1- moontrain's Lucid - It's not on the list but there is a feeling that makes it seperate from other low detail or generic packs, still can't seem to know what it is exactly!
3.2- Kab - I tried it and loved it! The creator should give more info about updates and fill the topic a bit. Dirt and grass is very out of place though (very dark and saturated dirt with shiny wood and stones).
4- Lego - I grew up with Lego's and this pack brings the Lego feel into the game but the problem is, it just doesn't look good with 16px. The creator should try 32px or 64px (even though I hate 32px and up).
5- Candyland - The mobs and the trees and all other things! You feel like biting them out of the screen but as I play SMP alot, some creations there doesn't fit the pack.
6- Default - I hate this pack, because I'm tired of boring GUI, terrain and tools.
7- Painterly - Yes... Painterly, worst one out in the 16px texture pack gallery. Armor is out of place, tools are (especially gold) badly designed, terrain is much like the default except the chests. Customizer also doesn't bring anything to the pack, you still can't find enough options for your likes - stuff are too fancy or royal.

Also, you are probably a casual player who hasn't seen a Commodore or NES. The first game you played was probably Counter Strike Source or GTA IV. The thing makes Minecraft special is it's blocky and pixellated look, if we wanted a sandbox game with decent graphics we could go and play gMod.

None of the above: Misa's pack has the best equipment and Albion's has the best tiles / terrain, for me.
Same applies for you, never understood what you find in those "High Detail/Resolution" stuff.

I wanted to include Quandary, but unfortunately it hasn't been updated to Beta 1.2
Yes, Quandary keeps the default look but it's also very realistic on tool designs. The grass is too tall on the sides and may mess with biome colors. I wish it was updated to 1.2 too.

.....All these packs are non-HD. HD packs are not supported, therefore they are not included in the poll.
First of all, there are a LOT more non-HD texture packs
Second, just because HD packs are not supported doesn't mean they aren't texture packs
Third, HD texture packs are usually MORE popular than non-HD texture packs
What was that? HD packs are MORE popular than non-HD? Who wants to download a mod before you can use a texture pack? And, i could have included every single non-HD texture pack, and there would have been over 100 options to choose from, and 96 of those options would be cheap, poorly made packs that look like the work of a five year old. Therefore, your argument is INVALID.
OP is a winner! Except he likes Painterly.
This is all, I know I will get tons of messages trying to get me wrong but I don't care. The conclusion is HD packs are lame and Painterly is ****.

What can I say. I'm a farmboy: I like good dirt. I'll see what I can do though, dirt seems to always be a point of contention in my pack. Btw, is the new grass any better? I wasn't too happy with its flatness before, but now I feel it patterns a bit much.
With regards to the poll, I definitely prefer my own most of all, but I am a huge fan of Eld's. I'm tempted every now and then to steal some of his elements.

Candycraft isn't really the same genre of pack, but it's the best food related pack
