I am looking to make a Texture Pack. I do, however, have no experience in this kind of thing and I need some help. Does anyone know of a texture pack making software (not a custom one like Painterly) or at least have some .png layouts. You know, a photo with borders for the blocks and text for where all the terrain, paintings, items, etc are suppost to go? It would really help me.

I think this presents a great idea for a texture pack making program. something where you could see a list of each block, item and particle etc and customize them one at a time by either painting directly into the 16x16 grid or using a .png file that's 16x16.
then once you've chosen the best ones just press export and voilla! just like the painterly pack maker but you can add your own textures.
Now i just need to find a programmer that takes commision work... :/
