...And I put all the stuff in a zip folder, and put it in the texture pack folder in MC. When I go to Texture Packs and Mods in MC, My folder shows up with a gray picture. I select it, but when I go to my world nothing has changed. How do I fix this? I don't want to hack in my texture pack.
Usually this is caused by a file format error. Check your files are actually pngs and not just by looking at the extensions. Open them in Irfanview and if they are not correctly extensioned it will warn you. Then check dimensions.

Is the terrain.png the only element in your zip file? If not, another image in there could cause the failure. Confirm all the files in that file are pngs and the correct size.

Do you have the .png extension on it or is it actually named just terrain?
It should have the extension, I just didn't see one in your properties description. Upload it and I'll take a look at it.
