16x is the only officially supported resolution for Minecraft.
32x will load without a mod but has some issues with animations.
Anything higher than that requires a mod or the game will crash, Ive seen somewhat decent textures all the way up to 128x.

Tis far better to be a witty fool than a foolish wit.
Thats opinion. 16x16 is the most compatible, and doesn't require tweaking.
32x32 Looks much better, and is what I usually use, but it requires mods to work. You can't just drag and drop them in a folder, like you can with 16x16. Looks better, but requires more work to set up, although not too hard.
64x64 Tends to look the best. However, they suffer from the same problem as 32x32, AND they can make the game really laggy on some computers.
Most of the ones above that don't even allow for easy play on most computers, and are nice for the occasional screenshot, but thats about it. And even then, some of them look 'too' good, and it starts to look out of place.
If you already have both made, I would recommend releasing both a 16x16 and a 32x32 version. If not, do the 16x16, since this is your first pack I take it. This will make it easier for you to test and release it.

So 16x16 would be the best?
