Just run MCPatcher, put the SmoothTex folder in the C:\Users\(username)\AppData\Roaming\.minecraft\texturepacks folder (or just click the "Open Texture Pack Folder" button at the mods and texture packs screen) as-downloaded, choose it under the mods and texture packs screen, and enjoy!
