Huh? For me the pines and birches sure do use it... Unless you don't have the grayscale version of the pine needles and birch leaves, which will then not get colored, obviously.
With default texturepack and showing the obviously working terrain coloring & the not working upper right corner.

Sorry for doubting your tests. I conducted them myself now. I thought the foliage data for pines/birches was being pulled from the upper right corner since it didn't correspond to any foliage color found in the lower left. However, it seems LOLNotch is pulling these colors out of his ass (typically hacky solution instead of a stable framework) since even replacing the WHOLE foliagecolor.png and grasscolor.png doesn't recolor them. 0_o
I assume it's a single hard-coded color value just modified by the corresponding greyscale leaves.

Well, yeah - you can, however, change the birch and pine leaves/needles and make them darker or brighter in greyscale which will at least do SOMETHING - obviously not change the hue or saturation but at least the value (or lightness, whatever color space Notch is using)...

Oh, before I forget, I included alternate cobble and wood textures in the terrain png for the ambitious to tide them over till I get a chance to rock the customizer.
This has become my preferred texture pack. *_* So cool!
