Looks like the new update is out? Sorry, I'm new to this pack, but do you unzip all 12 months and the pack rotater to the .bin folder or the texturepack folder? The readme says .bin, but I don't know how that'd work...

also there is Quandary Reborn, which I believe to be a completely new and different Texture pack to Quandary.
It's no longer called Quandary Reborn, it's called Coterie Craft (because its too different from the original Quandary).
Perhaps I can provide you guys with a true Quandary fix as a separate download, but I believe that there are others that have it covered, so I probably won't bother.

GENERATION 20: The first time you see this, copy it into your sig on any forum and add 1 to the generation.
Biome-specific colors are overwritten by Minecraft, no solution until Notch updates this. As a result, Quandary colors are not retained for the time being.
You just need to put the folliagecolor and grasscolor in the misc folder inside minecraft.jar
great job. almost love it. i prefer the default crosshair and cobblestone that looks more brick-like (like what you did with the sandstone). but other than those two dislikes it's a sweet pack.
