Yes I have, and I'm actually thinking about prohibiting texture packs which just use resized images and nothing else from being on the list, though I'm still thinking about this. What do you guys think? Should texture packs that just take images off the internet, resize them and use them as "their own textures" not be added to the list?

I don't see any on the list, and I rarely run into a pack where it's obviously just copy and pasted images. However I did see some that was borrowed/altered which is fair creative use . I agree with not allowing texture packs where the maker did 0% of the work, but I think doing more than 90% of the work deserves a chance at recognition. Not everyone is a pixel artists. Some are skilled in photo manipulation, which requires a base image to jump from. But of course, if it clearly shows they made no effort in their texture pack and just drag and drop images, then I agree.

I think you are vastly underestimating the work that goes into resizing a photography and using it as a texture, to make it look good takes a lot of skill and finesse. In fact I have not seen many acomplish this yet for minecraft.
Nickhimself's pack isn't based on resizing photograhs, it's based on borrowing textures from other games, which is another matter entirely. I can understand why you would want to ban this from your thread. If anything, it's these packs that are the easy ones to make.
Umm, no it doesn't lol. You're still just using someone's else's work, editing it a bit, and then calling it your own. "burrowing" textures from other games as you say, is still a no-no. In the end you're still just using someone else's work as your own. As for your last sentece, that's WHY I won't allow these sort of packs in this list. If the pack is well thought out and actually shows some good work and effort, then yes, it will be posted on the front page.
What should I do to mark the popularity of each pack? Should I have a rating system next to it, that shows how many people liked it or something like that?
Also I won't be updating the compatibility with the Halloween updated for any of these at the moment as everyone is updating their mods and textures and it's kind of hard to keep up with + redundant in the long run. I'll update them in a week or so, but I will still add new ones.

If you know what you're doing, just open up the default 16x16 or 32x32 terrain in Photoshop, select and copy the new block types, open up whichever custom texture pack you want to use and paste the new blocks in the appropriate area. Or you can wait for people to update their packs.

I have tried it, or else I wouldn't have said it doesn't take any effort. Copy pasting an image, resizing it, and then editing it a bit o make the tiling work doesn't take longer than 5 minutes if you know what you're doing. Putting every single picture together and making everything go well with each other and hold up to a central theme or style is another story. Those are the kind of packs I WILL put up on the front page list, though I haven't seen many yet.

I really recommend this pack if you like the original feel of the game
Notch could replace Minecraft.net with goatse tomorrow and never publish an update again; the only legal recourse I have is to shake my fist at the screen.
