Your beliefs and the rules are different. You need permission from the authors of the packs, it's the rules. I know that Misa is cool with it, so long as you give credit. I know that soar49 isn't. On the first post of Soartex, it says this, and has a short list (two usernames) and which textures they've been allowed to use. I don't know about Doku though, in fact I remember reading something that suggested the different. (If anyone knows where he disallowed it, please let me know.)
