You might wanna try the version 0.7.0, I don't know if the 0.7.1 is working for lower than MS Office 2013.
I tried installing a double instance of Office but I couldn't get it to work. I know a way but I'm heading off to work soon so I'll have to have a look into it later. If it's not working, try looking on Google about this issue.
I found the bug, there's a thing I have to write differently in the code depending on the MS Office version, so right now 7.0 works for 2007 and 2010, and 7.1 works for 2013. I'll be releasing 7.2 soon to have a single version that works with any version.

I've read the page you sent me and as far I understood, these attributes are not applicable on items, but only on living things. Is there something you want me to do about it?

I advise you to edit the main post and add in a "Prerequisites" section. This will prevent further issues with users.
As for changing to C#, I can say that it would be best to switch earlier than later. C# with the .NET framework should work on just about any modern Windows PC out-of-the-box without any need to install run times (Windows 7 and up comes pre-packaged with .NET 2.0, if memory serves correctly).

No, I am not using NBT, there's a difference between attributes and modifiers. Attributes are more like tweaking the items properties from the root of the item and modifiers are parts of commands you enter when you give yourself an item. I don't know how well to explain it!

Although, I noticed you weren't using the MS Office 2013 version, the problem might have probably come from the version of the tool you downloaded. The 64-bit version is only for MS Office 64-bit versions. Not to be mixed up with your OS. You could be running MS Office 2007 32 bit on a Windows 7 64 bit and you would still need the 32 bit version of the tool.

I am running Microsoft Office 2010 64-bit. Microsoft Access throws a warning message when you attempt to open files with the incorrect amount of bits. Thank you for the word of caution though.
I know there are commands to check certain things. One being if a player has a certain item in his inventory. It works with command blocks but I don't know the command.
Hey I'm having some small confusion, I'm able to get potion effects to work but I'm unable to get enchantments affect the boots. What I'm trying to do is to make the Boots of Blinding Speed, an artifact from the Elder Scroll's lore. pics presented below;

Effects are only applicable on Potions. If you want to add "effects" to your boots, you will have to use the Enchantment GUI (Click on the book icon top right corner in the Effects box).
Although, as I am seeing it, making boots that go faster while blinding won't be possible through this tool.

Thanks for the response, I'm still looking for ways to edit the boots. I found this video which adds an NBT filter for McEdit to edit item attributes, unfortunately as of 1.7.2 I'm unable to replicate what he did. Snapshot 13w21a isn't listed in the dropdown menu in the profile editor sadly..

I'm still looking for newer sources but I hadn't had much luck.
- Fixed compatibility issues with MS Office 2013
- Changed the colors to display dark themed whatever theme you're using
- New Application Icon!
And as stated in the info bubble when you hover your cursor over the color droplist, it says that it's only applying to leather armor set.
What error/behavior does it give you?
