I used to be able to see what mods a player had when he joined the game from console. But now I can't so how do I do it again? I have no idea how I did it before, but when a player joined, it listed their name, and all the mods they had installed, such as xray, zombe, TMI, etc.

Your stupidity is Commendable. But you're still stupid.
My friend said it was NoCheat...but I highly doubt it. I literally saw what mods he had and yes he did have them. I totally forgot my plugins, they were just the cliche server plugins (Essentials, PEX, WorldGuard, WorldEdit, etc)

Clients don't normally communicate things like that to a server, so a plugin will not normally be able to tell you they have x mod. NoCheat can help stop the mods, but it won't actually tell you which one they have.
AFAIK, there is not a plugin for this. There *might* be a client mod to do this.
