The server is started through the Python script - remove the whole java line, since it's unneeded.
If you installed Python on Windows you probably have it associated with Python scripts anyway, so you just need to doublec-lick observer.py - if not, open it with Python and select it as the default program for .py scripts. =)

1) Do you have the minecraft_server.jar in the same folder as the observer.py and the included files?
NOTE: You need minecraft_server.jar NOT .exe from the minecraft.net page. I cannot include this component due to minecraft distribution rules.
2) Do you have python 2.6 (or 2.7)? 3.0 and up WILL NOT WORK.
3) Is a faceless server still running in the background? Open up task manager and kill ALL java.exe
3) If you try this stuff and it still does not work, open up CMD, cd into the folder, and type run.bat
Then send me error messages.
EDIT: Lim, the next thing I will add is a !who, and then mapping block names to ID numbers, but that will come tomorrow. Right now I need my sleep XD
