A lot of information we know about specific dinosaur species isn't all from that one specific species' fossils. Most of it is actually a large combonation of the relitives of the fossil. since a very close relative of the triceratops had quills, it is thought that triceratops also had this feature. However, it is also possible that it didn't, an example of this would be irratator and spinosaurus, as they are very close but have some very different defining features.
TL;DR: It is likely however it's also possible that it didn't have them.

There's a lot of mods that add dinosaurs and other extinct creatures. You need something renewing to make this mod stand out and compete against e.g. Jurassicraft and fossils and archaeology.
I do like the pictures posted at the deviantart page, and will try the mod once it's released!
Our system of obtaining prehistoric creatures is vary unique, along with out other, secret things...
Finally! A mod that looks to add detailed, accurate dinosaurs! I'll definitely be looking to keep an eye on this one!
could you give an article about that?
Yes, we will, however if more evidence is found and the quills turns out to be wrong, we'll remove them.

Chucho?Is that you?!

spooky scary skeletons
Is that a hint to a new dinosaur?I'm guessing herbivore!
Due to the stunted face and lack of teeth, I guess it's an herbivore as well.
Also, nice signature, although Acheroraptor was far too small to prey on Pachycephalosaurus.
