Have you ever played Minecraft and thought, "Wow. Oceans are boring" ?
It's true. Even with the addition of Guardians, Ocean Monuments, etc; Minecraft's oceans are lacking. They are very lifeless, unlike oceans in the real world.
This mod will introduce a variety of marine mammal species (seeing as how sharks and fish seem to hog the spotlight).
One of the most common dolphins found. They will spawn in pods of 2 to 7 (including calves) and will be passive. They will be curious towards the player and may swim towards him/her to observe. If attacked, the pod will quickly regroup and swim away from the player.
They will not be tamable, but may be led with Raw Fish and will be trained with the Training Whistle.
Spinner Dolphins.
WIP Model
As their names suggest, these dolphins spin. A lot. Spinners will spawn in pods of 2 to 8 and will be passive. While not as common as Bottlenose, they will still be rather easy to find. They will not be as curious as Bottlenose, but can still be led with Raw Fish. Spinner Dolphins will be rather kultzy as well and won't look where they are spinning, so you may want to carry more than one boat around. They will not be tamable but can be trained with the Training Whistle.
The rarest but cutest porpoise, with only 30 remaining on the planet. The tiny, endangered Vaquitas will be the rarest mob and will only spawn in pods of 2 or 3, and your best chances of finding them will be around desert coasts. More often than not, they will run away from the player. They will only be led with Leads and will not tamable nor trainable.
Beluuuugas~! These uncommon mobs will spawn in pods of 2 to 5 in cold waters and will be as curious as Bottlenose Dolphins. They will be passive and untamable. They will be led by Raw Fish and will be trainable via the Training Whistle. Calves will be a bit darker in color than the adults.
Pilot Whales.
Pilot Whales (more specifically, Short-Finned Pilot Whales) will be a bit rarer than Belugas. They will spawn in pods of 2 to 5 and will remain in deeper waters, even if the player attempts to lead them with Leads and Raw Fish. They will be passive and trainable, but not tamable.
One of the oceans top predators and the largest member of the dolphin family. Killer whales (also known as Orcas or Blackfish) will spawn in pods of 2 to 5 and will be as common as Pilot Whales. Be wary during their hunting times. Depending on their location, orcas will temporarily strand themselves in order to catch prey lurking on beaches or will whack swimming mobs with their flukes. They will be curious, but will attack back if provoked. They will not be tamable or leadable, but may be trained with the Training Whistle. Male killer whales will have larger pectoral fins and taller dorsal fins. The calves will have a slight yellow tint to their white patches.
These are the largest toothed whales on the planet. They will be neutral and will spawn in pods of 2 to 4 in deep waters. They will be rarer than Belugas and Orcas and may not be led, tamed, or trained. However, they will happily accept the offering of a squid or two!
The star vocalists. These gentle giants will be just about as rare as Sperm Whales, yet they will remain passive towards the player. They will spawn in pods of only 2 or 3, and they will tend to vocalize in the early morning hours and throughout the night. Be careful when swimming near them during feeding times. While lunge feeding, they may accidentally hit you! They may not be led, tamed, or trained.

The largest animals in the world. The Blue Whales will be nearly as rare as Vaquitas. Unlike the small porpoise, these massive beauties will never flee from the player, even when attacked. Only one or two will spawn together offshore, and they may not be led, tamed, or trained.
Items.
The Underwater Whistle.
The Underwater Whistle is used to communicate with nearby cetacean entities. By using it, all (or most) nearby cetaceans will approach the player. It is craftable by using the following recipe.
These whistles are used to control captive animals. By using it, you can teach certain cetaceans when to jump, spin, slide out, etc. It is craftable by using the following recipe.
Capture Nets are used to capture and transport mobs. Cheap Nets (made from sticks and string) are the most hazardous to use. Mobs have a 30% chance of dying once released due to stress or drowning. Regular Nets (made from cloth and iron) only have a 10% chance of death. Luxury Nets (made from cloth, iron, and gold) are safer with a 0% chance of death.
General Information.
-Health will be based primarily on size. The larger the animal, the more health it may have.
-Every animal needs space. If they are confined to small areas, they will become aggressive towards the player. You can create your own dolphin or whale shows, but do so at your own risk!
-Calves will take a while to grow up, naturally up to 10 Minecraft days. You may make them grow faster by feeding them Cooked Fish or Cooked Salmon (depending on the species). Humpback and Blue calves may not be rapidly grown.
-Some dolphins and whales may refuse to perform tricks unless the player has fish. Be sure to reward them after each behavior!

The name of this mod reminds me of Game of Thrones (there is a character nicknamed "The Blackfish"). Besides that, the concept is actually quite good. I have seen lots of underwater content mods, but most of them, as you said, focus on Sharks and Fish rather than Whales and so on.
I wouldnt exactly recommend to make this mod a mobs-only mod (well, those 2 items you mentioned dont count on that one). Actually what I havent seen so far was a really good underwater overhaul mod, that makes oceans actually interesting and worth exploring.
Sponges, coral reefs, sunken ships, sunken villages, underwater ruins, treasure chests, lots of mobs of all kinds, including underwater zombies that wander the ocean floor, sunken skeletons, ... there is just so much that can be done, and I remember having seen a really good Coral Reef mod only once. And its outdated by like 4 versions.
Anyways, if you get this project set up, with a proper team, I might find the time to make some textures for you. Not for the mobs, but for items and blocks.

I'm just a bit worried I'll be biting off more than I can chew, seeing as how I know very little about modding. ^^;; Maybe in future updates, I'll try adding on other things, such as coral reefs- like you said.

Maybe would be a good idea to recruit yourself a small modding team. There are lots of people recently having released their first mods, that could really be interested in joining you on this. It gives them a boost same as it gives you.
That will be taken into consideration once the mod gets going.
It'd be rather strange seeing prehistoric whales swimming alongside present day whales, though. Perhaps there will be a new dimension or fossilized whale DNA at one point.
I love how well this mod is coming along! And i'm so excited for it to be downloadable! I would love to be a modeler but i have no experience what so ever and i'm so young..I love orcas!
