I love the ideas and what is already implemented. You should make this your top priority mod, just under the magic one you are currently working on. A few suggestions that I thought for this awesome mod:
Werewolf and Villager NPCs should come in different sizes. The larger they are, the stronger, but also the slower. The smaller they are, the weaker, but also the faster.
More randomized colors for werewolves. Brown, grey, light grey, black, white. Also, different eye colors. Do you think you could come up with how to have it randomly combine fur color with eye color, like the horses in vanilla?
Silver is ever so slightly more common, and the arrows make 3 instead. Of course, to balance it out, you could lower durability. Or switch durability with rarity.
This one is pretty complicated, so I will explain it in parts.
The werewolves have very rare, random, non-player entities that are much larger, faster, and stronger than the others. These could drop a special item, such as a glowing tooth. This is used by the humans to create a special altar that can turn angry werewolves into strong humans, permanently, as well as destroy the altar.
The humans also have wandering heroes, that are very strong, and slay werewolves better than any other NPC. If one of those super-werewolves we talked about earlier comes by, the hero will instantly stop whatever he/she is doing, no matter what. They attempt to slay the beast, and, if successful, you get your tooth. If he/she fails, they will turn into another very strong werewolf.
The altars would need to be powered, or fueled, with a random series of any obtainable 7 items. After you put all of the items into the altar, it will activate, and be able to be used on werewolves 3 times, with a 65% success rate. They can use all 3 of their tries to turn a hero-werewolf back into a human hero.

These are very good ideas. I like them.
Different sizes would make the mod more realistic and also make battles more varied.
More colours and combinations is a very good idea. This would be possible, and it is not too hard (you just have to render the mobs twice, one time for the first texture and again for the second texture, in this case rendering the werewolf's fur then its eyes).
I will try to balance silver once I actually add it.
Heroes: This is a good idea, I think that I will add the human heroes, but maybe not altars and glowing teeth. However, there might be some kind of Werewolf Lord or something which is a very powerful werewolf.
Reading all of these ideas makes me realise that I need to start working on this again!

I actually just started working on it again. I'm currently cleaning up my old code, which looks like junk right now
-Running on all fours (I know it's hard to animate: Maybe ask for help from some animators?)
-As you feast upon the fallen, you 'level up', and slowly grow bigger: perhaps unlimited size? (add a true/false for that in config, maybe?) I'd love to see a Fenrir-sized werewolf :3

Themod is called moonlight transformation not werewolf something so does that mean other were creatures will be available in the future or is this just wishful hoping of mine but if you need models for anything im here

Dont add a Dimension. Make it take place in the normal world and use vanilla Villagers. It would be less to do for you.
It could be similar to the Vampire Mod Im supporting. I like the Idea of recruiting Werewolves to a a Pack, but instead of replacing the Villagers or let the Mod compleatly take place in a diffrent dimension, just add a Werewolf Mob that Spawns in multiple but not all biomes, a Werewolf Hunter Mob, that spawns in Villages and isnt hostile versus Villagers or Players in Human form. The Werewolf bites the Player and gives him an Effect that leasts 2 minecraft days or so, and if the Player removes it(milk), he wont become a Werewolf, but if it wears off, he will. He could slowly level up becoming stronger and faster in Werewolf form, but with no consequences on his human form.
It could require a certain level to be able to toggle the Transformation, and an even higher level to toggle it on daytime. If not toggled, players only turn in full moon nights and cannot use armor or wheapons or tools, craft, use the Furnace, open chests, flick levers, press buttons, acces the inventory or place blocks when in werewolf form, but have regeneration (highlights Villagers, Players and wild Animals that are eatable.), speed (running on all fours), jump boost, more health and a "Hunter Vision" that includes night vision but also shows movement and temperature. They should also have Claws when in Werewolf form, that do lots of damage. More than Diamond Sword.
Also howl at the Moon to call other Werewolves and give signals. And so on.

How about making those dead bodies rot. rotting would reduce the amount of hunger gained and decreasing item durability at random on random items in the dead bodies over a long time (10 - 15 mins before fully destroyed). Or maybe make dead bodies as a "chest" found within those wolves dens.
This mod looks fantastic, I recommend you get a group of people interested in the mod together and work on various parts of it (Someone model, someone animate, someone code, etc etc etc.) I'm learning how to mod atm, I (or some of my friends) might be of use.
EDIT: Are you even still developing this mod? This seems dead, if it is, I don't mean to necropost.
