No it isn't, I imagine the only work on Tall Worlds done currently - if any - is just directly editing Minecraft sources, since it will be built on M3L which as you know has barely even started, since Enigma still needs to reach the compilable-source milestone.
Update: Been super busy with Uni. Got a little bit done over the weekend. Mid semester break starts next week, so I should have time for some serious dev work

It seems you haven't been discussing it for now: How will you manage the rivers? I mean, now if you try to build a dam, I don't know, across the mountains (that's where you should build dams), how will you make the water container (just before the dam, to create pressure) fill up?
Rivers in Minecraft don't flow, and they are flat, so you would have to rewrite quite a lot of the terrain generator to generate flowing rivers, wouldn't you? (Might be really cool with Tall Worlds mod, and M3L, for I guess you would be (freeer?) with the mod engine.)
But then, if the rivers are flowing, your equalization algorithm will not like...
Maybe the solution would be not to try to equalize rivers? Or create a new property of the biome river: the vector. The chunk would have a vector indicating where the next chunk of river is, then the algorithm checks if the water block that has to be equalized isn't equalized in the vector direction. Then, if it isn't, you can update it. Or, the equalization would run for every river water block after the equalization for every other block has been done.

Not sure it really means there will be a huge compatibility between the two, but that would be cool to have a complete rewrite of the terrain logic with flowing rivers, and as a consequence bigger mountains, and stuff.

Well that just means he partitions/segments chunk processing for fluids vertically the mod would require much more changes to be ready for Cubic Chunks; and it's impossible to do such a thing for a mod that isn't released.
Mmmmm, Dams.... man, this mod would be EPIC with RotaryCraft's Hydrokinetic Engine! A requirement to build massive structures that actually have a function = win.

Heh, I haven't used IC2 in aaaaaaages, seems to be stuck in a perpetual "highly experimental" stage so I just avoid it lol. RotaryCraft is the ultimate beast of realism and epicness though
But you don't have any rechargeable-super-expensive-piece-of-iridium-based-quantum-suit, have you?
And you can't lazerize creepers in RotaryCraft... I love cutting them into pieces. Mouahahahahahahahah (*mad scientist laugh*)!

When you post a mod: "No pics no clicks" and "MCreator = bad ~99% of the time"
Don't forget to read the crashlog before reporting the crash. It might tell you why it's crashing.

I very much enjoyed Finite Liquids and your mod is shaping up to be a superb one.
I eagerly await any sort of beta, (and would second the hope for basic functionality before shape-based-pressure-calcs under water!)
