That is on our list of things to implement! But we haven't even gotten to the light cycle yet so its not something we're currently working on. Thanks for your interest though! 1. I think that the Disc and Baton should use materials based on what level of mining/weapon you want them to have. (i.e. if you want iron level, you would use iron to create, diamond level would need diamond, etc.)
2. The recipes for the Disc and Baton do not have the right "feel" to them. Here's my suggestion for them:

3. In regards to the liquid energy, I would suggest making it like lava in regards to making impossible to make infinite sources of it.
I'm not a programmer, so I don't know how easy or hard any of this would be to implement. I look forward to seeing this mod for 1.7.10.
4. Liquid Energy could be put in bottles and drank to fill hunger (Similar to what Ram did in the original movie)
5. An idea for the upgrade system for the Baton based on my suggestion of the baton in my previous post:
The level of material would add a number of upgrade slots that you could add the specific tool you wanted to be able to use. (i.e. add a pick to give mining capability, add a sword to give melee, add a bow to give ranged attack, etc.) Here's how material would be for number of slots:
Iron (minimum material) would add 2 slots
Gold would add 3 slots
Diamond would add 4 slots
Obsidian (maximum material) would add 5 slots
Possible upgrades:
Sword
Pickaxe
Shovel
Axe
Hoe
Staff Weapon (from the original Tron)
Light-Cycle
Light-Car (from Tron: Legacy)

The upgrades will be crafted using the material for that level (i.e. Diamond Pickaxe updgrade will require a diamond pickaxe to create or something like that)

We are going to try to get a 1.7.10 version out, with no changes from 1.7.2 at the moment, just so you all can update to minecraft 1.7.10 and use this mod and see how it plays with other mods. Thanks for all the interest!
Version 2.2a is here! It is just an update to MInecraft 1.7.10, with no code changes or bugfixes. Refer to the changelog for more details. We just wanted to get a version for 1.7.10 out for everyone so they can update to 1.7.10 if they want to. The license has also changed starting with this mod. The license can be found in the original post.

I honestly can't give you an ETA, sorry. I don't know how long it will take to fix some of these coding bugs and to get the mechanics in.
