ModTweaker has been picked up by Jared find it at his new topic: http://www.minecraftforum.net/forums/mapping-and-modding/minecraft-mods/2364943-modtweaker-0-7-x

ModTweaker is an addon for MineTweaker 3. Minetweaker lets you adjust recipes, remove them entirely, or add new recipes. While it has decent mod support, there are many mods that use custom crafting handlers that are not supported natively. ModTweaker plans to provide additional support for as many of these mods over time as possible.

To see a list of mods currently supported, those planned, those that won't be added etc. As well as information on how to use the recipes see the ModTweaker Wiki.

I see you've Tinker's Construct on the future plans list, does this include the option to change the required items for modifiers? so as a random tweak let's say instead of using quartz for the sharpness modifier it could require something like an iron sword, where 1 iron sword would add a full level of sharpness

This... is amazing. I just finished building the beta version of my modpack and was kind of wishing I could modify Ex Nihlo stuff with Minetweaker. very, very nice.
