After months of deliberating, coding, rage quitting, and more coding, I am pleased to announce that this mod has reached 80% completion. (80% of my original vision)
I am choosing to release my mod open source on github.
Soon I will have a release, and you will be able to play with pearl blocks, pearl armor, and more.
In the weeks ahead I plan on adding, fixing more things to make the oceans cool again.
Please keep an eye out.
This is a WIP mod, and as such it is not ready for use.
Please check back frequently as updates will be forthcoming.
I felt that we needed to add a reason to visit the oceans since they seem to take up about 80% of our maps. The purpose of this mod will be to add some things to find there.
Highlighted ones are blocks, the others are items:

Shell (dropped by Oyster)
Oyster Meat (food) (dropped by Oyster) (+3 to hunger meter)
Entity:
--Giant Oyster (can be found in deep water, under sand)
Oyster (can be found under clay blocks (lakes, rivers, oceans, etc.) and acts as an underwater flower with an oyster texture until broken)
Basically breaking a clay block has a 1 in 20 chance of revealing an Oyster, a shell, or nothing. If you use a Pearl Shovel, then it's a 1 in 5 chance, but the Shovel has limited uses (20) but can be increased with unbreaking enchantment. If the proper conditions are met, when the clay Block is destroyed an Oyster is revealed (it's block is much like a flower, but it has water surrounding it.)
Giant Oysters can be broken and picked up. You can make an Oyster farm by placing them one block below standing or flowing water. They will act as a Pearl Oven and when stone items are inside, they will coat them with Pearl coating after a period of time.
They cannot be bred.
Whan breaking Oysters, they have a chance to strike back. They deal 1/2 a heart (depending on armor and such).
Interactions:
Right-Clicking on a Pearler with a Pearling Knife (does not count as a use) opens it's GUI.
Breaking an Oyster with anything yields 0-1 pearls, 0-1 Shells, and 0-1 Oyster Meat. (1 is uncommon, and 0 is common.) The rarity is affected by the Looting enchantment but only a max of 2 with knife.
Breaking an Oyster with a Pearling Knife (20 uses, increases with Unbreaking Enchantment.) yields 0-2 pearls, 0-2 Shells, and 0-2 Oyster Meat. (2 rare, 1 is uncommon, and 0 is common) The rarity is affected by the Looting enchantment but only a max of 2 with knife.
Note:
All Weapons/Armor/Tools can be enchanted in the same manner as their vanilla equivalents.
Possibly Features:
Optionally create a new sand block that only spawns on the bottom of oceans that has the chance to place an oyster block when destroyed. Can use same texture as vanilla sand.
Add the ability to create liquid mother of pearl for use in the pearler so that a block of water over it isn't necessary (buildcraft tie in, with magma crucible...?). They are half-block in height so this would make them stackablefor 2 per block.
Update!
Mod will now be coded for 1.6.2
I will provide a download link soon, but It isn't ready yet.

First I need to do this. That means either coding it myself, or finding a coder out there to help.

I thought for a bit about generating glass-domed underwater villages. Or even Atolls.
