It is rather conclusively dead unless you hunt down one of the github repos and build it yourself, which requires some know how. There is no one properly maintaining it anymore to any official capacity. If can can respond to this with the specific features you want I can tell you of any mods I know of that may be an option.
I am not willing to release a new version not spend time on working to such a goal as I expect to spend a few years in military service very soon.
But the mod is open source, literally anybody can contribute if they want to. The problem is partly that nobody skilled enough actually wants to help, but also that Shadowmage's code is kind of difficult to understand in some places and the mod is quite large. Like, really. It does help that the mod is modular, but still - it's big. I get people asking me for help with vehicles or automation or worldgen stuff, but I know absolutely nothing about them because they are literally all separate mods that just integrate with each other.
If I had the time, I would personally re-write the whole mod from scratch. But I would only focus on the NPC part. The project is too ambitious for one person to maintain, in my opinion. I don't think most people realize how committed and brilliant Shadowmage was for working on such a mod all by himself.
Well, I have spent days only setting the mod, it's fun to add skins and names to the NPC Factions and I want to add some custom structures... But is there a way to change the color of the NPC Factions to something more than red, so to differentiate each one?
I read the manual but it doesn't say anything about that, so I suppose it isn't possible?
Edit: Also, thanks to MohawkyMagoofor his instructions on how to add new structures, that really help me and give confidence xD.

I have a question. I took over a castle from vikings, but I am unable to get rid of or use the iron gates within. This would not be a problem if it didn't cause really bad glitching when trying to walk through them. Is there any way to get rid of these gates?
How I can feed automatically npcs?
Ie, is there some way to do to your npcs feed by itself? It is very annoying to have to be pendent of the status of these.
How do you feed them manually? XD
If you place a town hall, they will take their food from it. To make an automatic feeding system, it's up to you.
Farm->Courier->Auto crafting table->Courier->Town hall.

there is no key to open team settings in 1.7 it seems, apparently you need access to an op only vanilla command to set teams... so much for letting my friend open my gates...

So I decided to copy and paste a gate house I made. And what has now happened is the Vertical Iron Gate had pasted 1 block forward and also cant be removed. This is the one most annoying things I've ever come across, I need help with this.
i searched month by month for just a realistic cannon... and all results i found is YOUR mod, Shadowmage! but you deleted the engines i'm wanted in AW2 just for what? but if anyone know a mod that add cannon WITHOUT bother me with AW(Ancient Warfare) or BW(Balkon's Weapons) FOR 1.7.10, thank you.

why did you remove the siege weapons from the 1.7.10 version? THAT WAS THE ONE THING PEOPLE DOWNLOADED THIS FOR, does anyone know a way to get a hold of the siege weapons without reverting to 1.6.1? all the good mods are for 1.7.10 and i do not want to keep reverting to versions of minecraft that had no content...

It did a bunch of awesome stuff in an awesome way, and was a good way to use up the 'food splurge' without stupid hacks like spice of life.
The alternative 'city building' mods nowadays, like the new Minecolonies, minesim, and harvest festival, instead of providing a 'medieval-style industrial mod', suck all your work and resources into supporting your 'city' rather than providing a fun, manpower-intensive way to automate the tasks like fishing, mining, defense, and farming.
The closest thing to it is thaumcraft golems, and those come at the end of a miserable research slog and do nothing to help the lonely feel of a minecraft world.
I really wish someone could pick this up or work something similar. I LIKED arming and equipping my troops, setting up automated resource management with messengers running around, and building a really FUNCTIONAL settlement without magic boxes, sorcerous technology, or ultra-tech generators and pipes.
Hey diamond miner!, your mod is amazing please don't give up on it, while your mod is good it is worthless without siege vehicles, please update the siege vehicles to 1.7.10 it would make this mod the best mod ever if you do.

Hit it a lot with sword or with arrows, you cant interact with enemy weapons, you can only pack or use your own gates

anybody know how to add skin for custom faction? for basic faction i just need to replace the skin in skinpack how about custom faction?
