I'm trying to make 4 xycraft tanks, each sharing valves between them. I'm making a 2 by 2 but I can't get the front two tanks to form. The back tanks are made from stone bricks and activate correctly. I made the front tanks with marble bricks and glass viewers but they will not form. I think the issue is I'm trying to make 4 tanks that are connected.

How about a Multi-Chest? Built just like a Multi-Tank, is huge just like one of those and its internal storage works just like in those as well... but it stores items instead of liquid.
You can make the tank itself out of any material you want (that includes cobble and dirt). The frame of the tank must not be glass (similar in structure to Railcraft tanks). When you have made a tank like structure, break any block that is not a part of the frame, and place a Valve block.When you right click on it, a strange grid like thing gets overlayed on the tank (you will understand when you do it). Right clicking it now will give you the tank.
You can use the XYcraft water source block by the valve, and the tank will begin to fill with water. You have multiple valves, and they can be placed even after the tank has been filled with something (just don't break a valve block. Don't know about now, but earlier, the liquid was distributed evenly between valves. So breaking 1 valve out of 2 means losing half of the liquid stored). To use cans, buckets and similar objects, you need another block (whose name I am forgetting). It is IO something (look by the other xycraft blocks, you will notice it). It can be used to pipe things in and out as well.
Or if you can pipe the liquid in the tank (using BC pipes or TE liquiducts) by the valve.
In your poll I voted that I wanted a release as soon as possible. This was not because I want you to release unfinished, buggy stuff. It's because I want to use your mod.
Why can't I use your mod you ask? Well, like basically every other person these days, I don't use just one mod, which means a mod pack. Since I like to play with others, and run a server to do it, that means I have 2 options if I want to use your mod. Use FTB or make my own mod pack. I, and the players on my server, are rather experienced minecrafters, so the 3 sizes fits all(or 5 ish) of FTB, doesn't work. We want to control the mods in our pack. In fact, that's what we have been doing for the last year or so. So, we can't(or don't want to if you want to look at it that way) use FTB. Since we respect the wishes of mod authors, we won't include a mod against their wishes. So we don't use xycraft.
So this leads to my main point, why don't you want xycraft in private server mod packs? I completely understand that you don't want to just give out permission for any random mod pack. You don't want large numbers of people stuck with using an old, potentially buggy, version of your mod while they wait for their pack to update. You allow FTB to use it since you know they will update regularly and that isn't an issue. But private server packs are tiny, 20-30 users at most. In function they are no different from people downloading and using the mod in ssp. In fact, they are likely to be even more quickly updated than other uses, since the people who go to the effort of running such packs are usually very passionate about keeping their servers updated.
But, since you don't want xycraft in any other packs, they don't have it.(or they just make their users come here and download and add it manually, which doesn't help anyone) It's not all that big a deal, it's just one mod. But I don't understand why you allow 95% of your users(the people who use FTB) to use it, but block these edge cases. I have refrained from posting here in the past since you do say you will be changing your policy with the first full release. But now you have releases 0.10.13 with tanks and the first machines(3 months after the first release?) and there is no indication of when you will consider it 'released'. By now I'm assuming it will be on 1.5, which means at least another month or so.
So we, the edge cases, wait while the other 95% use a perfectly usable, non-buggy, mod.
Okay, end of rant. It's not a big deal, but I just wanted you to know, we are out here, waiting.
I like that idea, could be extremely helpful. I am under ground more often than above, and i use solar arrays ALOT. Good Idea.
because the FTB team are personal friends of his thus he has restricted access to people he "likes/are friends with" if someone like pahmar was to make a mod pack and ask he would be told yes straight away- welcome to the real world its who you know not what you know!! more over its his personal choice it is afterall his mod that he allows us public access to-

IC2 isn't the only mod that utilizes sunlight to do stuff bro (Forestry's beekeeping is a good example. Almost every bee in Forestry depends on having sunlight to operate, except for the Nether/end breeds that generally can't be used on the overworld anyway.). And odds are he would make these blocks cost some of his mod's upcoming energy system to balance it out.
You could also abuse it to get around a vanilla feature that prevents underground villages (houses for villagers, and therefor the village itself, it defined by which side of a door has more sunlight blocks to decide where the house side is. If there is no sunlight on either side, it is not a house, and therefor not a part of a village.

I wouldn't say I'm a good friend of soaryn, but I have talked with him in the past. He's a nice guy, he wouldn't restrict his mod just because he likes people/doesn't like people.
