But from my stand point, I would do it as a planet, but if you go too far in one direction it loads the other chunks in the other direction and all the entities so that you appear to have gone around the world.

This whole mod seems like a very good idea, and I hope to see the product of your labors. I have a "few" ideas and improvements based on what I have seen.
I am basing this off of the numbers of mods and admins etc. from what I have seen on most servers. I am also assuming that each planet would be considered as a unified nation, rather than like modern day Earth.
This also has a few extra ships that I've thrown in.
This is just a listing of military vessels. I didn't include any non-combatant craft.
There could also be different types of space stations. I figure that a resupply/repair station would be best if separated from the main docking station. Then there would be the Docking Station(Capital Ship), followed by the Docking Station(Medium Ship). There could also be armed and armored Battle Stations, which would essentially be orbital defense platforms.
The designation "Capital Ship" would be given to any ship of Battleship tonnage or above. This would also include the Carrier.
On the ground, you mentioned NPC robots or drone that would follow players from the appropriate server. I figure that these ground forces could be organized as follows:
Platoon leader: Highly trusted player Info: Controls 4 squads
Squad leader: Trusted player Info: Controls 15 bots
Soldier: Regular player Info: Either serves under a Squad leader as a specialist, or fights singly.
I have also seen mention of research etc. I have a few ideas on that as well.
You would have to build a Research Lab to advance your technology.
This lab would have to include a Research Computer, and several pieces of research equipment. Each Lab would have to have a large power source, such as Geothermal, or Solar power.
At these labs, you could research Advanced Technologies, such as:
Etc. Etc.
These upgrades could apply to weapon systems as well, and could even extend to personal weapons.
My mind is kind of wandering onto new ideas as I type this.
Ship variations:
There could be two main variations on ANY level of ship.
Defense, and Assault.
These are kind of self explanatory, but I will go into some detail.
Assault: The Assault variation of all ships would be more geared towards blasting past space defenses, and blockading an enemy planet. These ships would put more emphasis on all out fire power, converting more energy and space towards weapons. Their weapons would be constructed to disable enemy craft, rather than all out destruction.
Defense: The Defense variation of all ships would be geared towards holding off invading forces. These ships would devote most of their energy and space towards defensive systems such as Shields, and would have heavier armor, sacrificing some speed for higher durability.
Lets use the Carrier and the Dreadnaught as examples.
The Carrier(Defensive): This Carrier would carry a large compliment of fighter craft, and only a few bombers. The fighter craft would be tasked with preventing enemy small ships from breaching the planetary defenses. The few bombers would be there to make small, lightning strikes against enemy ships.
The Carrier(Assault): The Assault Carrier would devote more energy to engines and weapons systems. The Carrier would carry a large number of bomber craft to assault enemy defensive platforms and defending ships. There would be a few fighter craft aboard to assist in the defense of the Carrier itself.
The Dreadnaught(Assault): The Assault Dreadnaught would carry heavy weaponry, designed to cripple enemy ships as fast as possible, and also carries plenty of weapons designed to bombard an enemy planet from orbit.
The Dreadnaught(Defensive): The Defensive Dreadnaught would be armed with Heavy Armor and Shields, along with a massive compliment of Ship-to-Ship weaponry, designed to penetrate shields and armor, and damage critical systems, such as shields, and engines.

The Carriers would also carry a few smaller Ship-to-Ship weapons in case they encounter an enemy ship at close range.
The Carriers are normally held in reserve towards the edge of the battlezone, keeping them away from the fighting as much as possible so that they may provide a supporting role to the rest of the fleet. The Carriers deploy fighters to defend the allied fleet from enemy bombers, and to clear enemy fighters that are defending the enemy fleet. The bombers are deployed to make swift, critical strikes against enemy ships.
This is all i can think of at the moment, but I'm sure I will come up with more later, and I will let you know when I do. This mod has my full support. I have started a little bit, and I intend to expand my knowledge of, Java. Once I have a sufficient knowledge of the language, I will contact The Doctor specifically and apply to assist in coding. I can't say how long it will be until that happens though, as I am in school.

It's funny, I am actually watching Battlestar Galactica while reading your posts, and it personifies quite a lot of what you’re saying. In response to your posts:
I like what you said about the research, however research is used to unlock new items and blocks, not to upgrade ships. To do it as you suggested would be turning Minecraft into a RTS game (I suppose that we are a bit already). Still, I believe that setting up a research station like you said is indeed a good idea.
Also, I think that I should add a carrier as a ship class in the OP, as the size below the assaults ship class.
However, on the other hand, I am not too sure about the sub-division of military ships into offensive and defensive. It just seems to... something...

This mod sounds awesome! One thing you might want to consider is talking with the guys making industrial craft2 and see if there is a way for the two mods to work in tandem with each other. Just thought I'd put that out there.
btw, I know that there is no download link yet for testers, but I would love to test it out and, if I can get them to agree to it, my industrial craft2 server moderator might be willing to run it on his server.

Can it handle the load though? I mean, not only will it slowthe server down wirh so many worldedits, but we are running out of building space as it is. I Asked tell31 about a possible solution, but i think hes still mulling it over.

The server that me and tell276 manage is just a build server. IT DOSE NOT HAVE THE MOD. But it probably will, once a testing version comes out.

Thats solved with IC2, you can do wonders On a single reactor with foresight and planning!
However, I realized that it is a tl;dr and most people would skip over it.
So to correct that problem, I will post it to my tumblr.
That way people who really care about development ideas can view it, and those who don't care can read on to the more community-focused articles.
