a mod like this is necessary for minecraft to progress in this world chock full of incredible overhaul mods that each sort of dump us in a different technological epoch. (from wood pickaxes, to nuclear reactors and visits to the moon, to portal guns.)
Take a look at thaumcraft 2's system of "ancient knowledge", or whatever it's called. Basically, it makes it so that you can't use certain recipes (even if you have the components) until the recipe has been learned (in the case of thaumcraft this is done with a sort of gambling system involving a special block.) I think that this could be linked to finalizing achievements at the end of each tier of your mod. "Achievement Get: tech tier two unlocked."
I think that this might be easier to set something sort of like this than it is being made out to be. Don't get me wrong, this will be a pretty incredible project, but I think that a really solid tier system could be developed just by changing some of the recipes/requirements to craft some of the baser items from the different mods. for instance, player starts out with the tech tier system of btw. Then, make it so that pipes and other buildcraft entry level items and the steamcraft vehicles require a btw anvil to be built, rather than on a regular crafting bench.
This seems incredibly complicated (at least the crafting table part) since you'd need to change all industrialcraft, etc. recipes to be 4x4. What if you had "modern" crafting tables which were just like iron (whatever material) versions of normal crafting tables (instead of more spaces)?

Because then, you would have to craft a billion component parts to get one nice thing. It's easier if you have one bigger bench. Also, the recipes will be locked by crafting device, and there will be a terraria style crafting system, but for each recipe you have to have crafted it once in normal crafting mode (with the giant grid) to be able to craft it in terraria style.

Ahh I see. I misunderstood. So you're sort of doing what I said. As well as what you said.
I've had a few more ideas for the early and later levels;
Tier 1- starting out
Wood tools now made with flints for the cutting edges, lower durability. (say 20-30 before breaking).
-a pick is flint-wood plank-flint on the top
-axe is 2 flint on the side
-shovel uses 1 flint and 2 stick
-wood sword uses 4 flint, 2 on each side and renamed 'wooden mace'
Splitting wood in the crafting grid only gives 1 plank by hand.
-putting an axe on the crafting grid gives 2-4, depending on level.
-same for sticks
wooden pick can only break up to stone.
-stone pick needed for coal and stronger rocks.
-stone pick has lower durability, able to mine coal, tin and copper
cobblestone is a pile of broken rock, it has a lower blast resistance, mines quicker and is effected by gravity.
8 cobblestone now makes a cobbled-furnace.
-cobblestone is full of holes, so the furnace is inefficient.
-1 coal/charcoal can smelt 1 item, with 50% chance of failure
--failure resets the progress bar, material being smelted is not lost.
-coal does not produce enough heat to smelt stone

bronze is made by smelting 3 copper, leaving it in the furnace output (where it's hot), and smelting a block of tin- making 4 ingots at a time.

The iron pick is pretty decent, can break almost anything.

-replacing the middle row of the mill stone recepie with diamond makes the diamond mill stone.
--will slowly grind up rock; netherrack. also sandstone and glass will crush back into sand. stone/cobble becomes gravel.
--will crush metallic ores into 2 metal powder (needs to be cooked in an electric or better furnace).
Tier 4
-the buildcraft assembly table is needed to produce circuits from IC2.
--various electronic circuits and diamond gears can be made into the electronic workbench (redpower workbench)
---this has a 4x4 crafting grid and requires power from either BC lasers or IC electricity
---can build advanced circuits, advanced machine blocks, IC energy crystals and the redpower logic gates ect
---imagine the BC auto-crafting table with it's own inventory slot, and it can store 5 different recipes.
Buildcraft add-ons (logistics pipes/teleport pipes) require some fancy electronics to craft.
Teleport pipes also need a source of buildcraft energy to teleport items. (they'll transfer energy between themselves, but one MUST be an energy teleport pipe).
Tier 5- Equiv. Exchange
The philosophers stone can be made in a nuclear reactor by putting 5 UU matter in a X shape and surrounding with uranium cells.
try not to blow yourself up.
Also if you 'feed' creepers TNT, they will enter love mode and you can breed 'em.

The time it takes to develop will alwase be longer then the time it takes for minecraft to come out, it has already been like what a year since that start of developing??? It cannot be done, and you will have to do the whole thing over with each update of minecraft.
For the EU system, mine is going to be different than Al's. Mine will still operate with numbers, but it will be coded completely seperately, so any overlapping code will be completely coincidental.
Increasing map height will probably be done lastish, and I'm leaning towards doing 3d generation, which will be fairly low RAM usage (Possibly even less than default, unless you go around digging everywhere and trying to go explore every single chunk.
The revealing ores thing will actually cut DOWN on lag for the first half of the game. The way I think I am going to code it is that when you use the block, it gives a loading screen, and during that time the ores will be seeded throughout the existing stone on the map. It might be a bit buggy, but it should cut down on generation time.
I know I'm probably a bit late but this part distinctively -

Overall this is an ambitious project but I think there are plenty of Modpacks already which is what this seems to be. Just a modpack with a new label and new code so as to circumvent any laws/copyright, and to probably get money as you will Ad.fly it. Now don't think I'm just trying to bash you, as there are tons of other losers like you doing the same thing. Just like that Wakko guy you quoted.
Also after reading through some more, is anything contained within actually going to be your own idea?

Good luck getting Better Than Wolves to work with any of the other mods stated as Flowerchild has dropped it from the Forge program. Really sucks because BTW went good with RP2 Buildcraft IC2 and Railcraft.
You should add ATLEAST redpower lighting. It could do for some well made Neon projects. Or a color Screen for a redstone computer!!!
That would be AWSOME!! Oh, and use computercraft for the future stuff. It is a REALLY great mod. The have turtle, which can do as much as build a house!!! Or ANYTHING you want!
