I love minecraft but have never been able to use mods until recently. I have no idea where to look or how to find this but I'm looking for a mod or several mods with the following
-NPC with more interaction (trading, making them workers or citizens ect)
- lots of building and heavy decorating
-being able to essentially build your own town/ castle like a king with an army
I'd really appreciate if anyone knows if any such mod exists
How about tektopia(https://www.curseforge.com/minecraft/mc-mods/tektopia)? This mod allows you to becoma the mayor a village help it expand and control the villagers. Also, villagers are no longer just merchants, but can do nearly everything in the game (harvest trees, farm crops, feed animals, cook food, mine ores, make tools and weapons, protect their village from attakers etc.).
What version of Minecraft are you looking to play on?
Millenaire, Ancient Warefare 2 and Minecraft comes alive all liven up NPCs, I'd say take a look at them and see what suits your needs best.
There's a ton of building/decorating mods out there, MrCrayfish furniture, decocraft, chisel and bibliocraft being some of the most popular. Chisel and bits is good for detailing and quark adds some nice blocks, biome mods also have a ton of new blocks.
I'm not really sure on how to help with the last request, but I'd say the best idea is to pick a version go onto curse forge (accessible from the forums under "mods on curse") and just browse the categories to see what appeals to you. There's tons of guides and reviews/top mods videos and articles out there as well. Just be aware that you might get crashing and it can be frustrating getting mods to work together. Good luck and have fun!

You can do all of this without mods already:
