I know world edit is good for making big walls, but i'm looking for a mod that will help make small ones. Something like i place a block and it ends up placing a 3x3 wall instead.
Not exactly what you want, but my mod has an item which can place an array of blocks at once. Wanna try?

There's always Better Builder's Wands. Not exactly what you want but it certainly expedites the building process.
