While I am learning java every day, I'm nowhere at the level where I should be to do this, I'm positive on this.
However, I'd still like to get my idea out on a hopefully recent version, so I don't have to start from scratch every update.
My idea?
Redstone Revolution.
Try Project Red, it amy have what you are looking for.
It would *hopefully* make a few changes to vanilla redstone (ex. redstone can be powered up to level 100, redstone torches burn out, etc)
Redstone's power level is stored in it's metadata, a block can only have 16 metadata variants, redstone's power levels take up all of it's metadata, making it go to 100 would require a Tile Entity, which would take up a lot more space.

I had a separate idea to create a separate wire that could transfer 100 blocks, could making it a tile entity work?
It would be possible to make it transfer power 100 blocks without a tile entity as long as you left the possible power levels as 0-15. You don't want to use Tile Entities if you don't need to, the take up a lot more space on disk and on RAM.

This might screw up the core mechanics of my mod.
On the other hand Leviathan, what do you think of the other ideas?
I also needed it to specifically power up to 100 for the charge units to work, unless maybe i nerfed it to only needing a power of 15, and adjusting ratios so everything went along with it.....
I'm pretty sure this is fully possible in 1. 8 without using tile entities. In 1.8 they introduce BlockStates, which can have custom properties, like charge, for example

-New Power Source: Redstone Watt
-Created by powering a machine/storage bank with at least a power 50 redstone signal.
- 50 redstone signal powered at a machine for at least 1 tick creates 1 RW.
- A machine called a Converter can convert RF to Rw and Rw to RF at a 10:1 Ratio
-New Ore Multiplication System: 6x
-Liquid Redstone for fast redstone watts (Compatible with TE Destablilzed Redstone?)
-Compressed Redstone
-Charged Redstone (Can be used to power a redstone signal, vanilla can be used for transporting signal)
-Can be used to make redstone torches; redstone blocks that will power a redstone line
-Tweaks to vanilla redstone power sources (Ex. Levers, buttons, pressure plates, daylight sensor are nerfed to base 5 redstone signal)
-Redstone Torches Burn Out; Require Charged Redstone to fuel; Flint/Steel to light
-Redstone can be powered up to level 100
-Charger (Requires RW) can turn regular redstone into charged redstone
-Redstone in its charged variant is similar to Charged Certus/Certus in AE; the ratios are about the same
- Heater/Melter (Multiblock, Requires 4 heaters in the sides (not front/back) around a melter to melt items.
-Require RW
it will melt 1 redstone into 250 mb of liquid redstone
-Tank
-Holds 32 buckets of any liquid
-Rechargeable Battery
-Holds 250,000 RW's
-Can I/O 100 RW's A tick
-Infinite Redstone
-Pulverized Coal/Charcoal (Called Carbon Powder) + Gunpowder + Blaze Powder = Strangely Conductive Dust. When smelted, 1 SCD will produce 16 redstone.
