I don't know anything about creating modpacks, but I want one to run a medieval war server for the online community that I am a part of that focuses on kingdom building and medieval warfare. It is important that this modpack can be used on a server.
Core Mods:
Ancient Warfare (for siege weapons, forts and watchtowers.)
Tales of Kingdoms 2 (for city building)
Mine & Blade Commander (for npc army creation)

There can be other mods as well, but nothing that adds things that you wouldn't find in Medieval times.
Purpose: This modpack is to allow players to build kingdoms, conduct treaties with other kingdoms, and conduct total warfare against other kingdoms. Kind of like Medieval Total War meets Minecraft.
The players would form up to 6 teams. The team leader would become the king of the kingdom. Four players chosen by the king would become Local Lords. Each King and Lord would have two underling players that act as commanders, advisers, and helpers. So each team would have 15 players. Underlings are not chosen by the lord/king, but when the team is formed, up to 2 players can pledge their allegiance to a king or lord.
Each team would claim land, build cities, setup borders with watch towers and forts, fortify villages within their land.
Roles:
The king would build the kingdom's capital city where as the lords would build three other cities. Each lord would rule one city.
The kings job is rule his city, planning the war against the other teams, conduct negotiations with other teams, repairing hiss city, as well as helping to gather resources/supplies, and build his own army
The Lords job is to rule his city, go on campaign missions decided on by the king with his underling commanders as well as his own army, help gather resources/supplies, repairing his city as well as other kingdom assets, visit war council sessions with the king, and defend kingdom assets. Lords get to keep and city the conquer.
Underlings job is to create their own army, follow the orders of his lord, give lord/king advices, repairing kingdom cities and other assets, building watch towers and forts, and heling gather resources/supplies. underlings will be the ones doing the most gathering of resources and supplies since lords and kings have jobs that our of higher priorities.
Diplomacy:
Teams can conduct diplomacy with each other. How this occurs is that one king contacts another team to organize a peace conference near the border between the two kingdoms. At the conference, the kings can:
Trade Resources/supplies
Non-Aggression Pacts
and forging alliances.
Note: A Declaration of War does not need a peace conference to make.
Warfare and Reinforcements:
Each commander (king/lord/underling) can conduct battle on his own, or with his lord/king, or with other underling commanders.
Commanders can act as reinforcements to other armies at current battles and sieges, or planned battles and sieges.
and of course their are the siege weapons which can also be used as artillery for battles.
That's basics of this idea. It would be great if someone can pull this off.
