I have an idea for a vehicle mod where you can build cars, boats, and hovercraft, and upgrade their parts as needed. Another feature would be that all the parts used for the vehicles also have secondary uses.
This mod would have to run on the Forge API for the best compatibility with other mods, and for interaction with them, not to mention Forge has a feature that can make the mod version less, which is badly needed for it to survive constant Minecraft updates.
I already have a bunch of items to include in Modular Vehicles, just see the spoilers:
Tools
Impact Wrench
Used for adding and removing parts on vehicles, rechargeable tool (right click to use)
Iron Ingot | Orange Dye |Iron Ingot

Paint Gun
Used for coloring vehicles and almost anything made of metal, uses any valid dyes (right click to use, Shift + right click to load dyes)
Iron Ingot | Yellow Dye
Glass Bottle | Iron Ingot
Patch Kit
Used for repairing wheels and air bags, has several uses before its gone (use on workbench with damaged item)
(shapeless) Slime Ball + Leather
Canister
Used as a vehicle part and for storing and carrying liquids (holds four buckets worth)
empty | Iron Ingot
Iron Ingot | Iron Ingot
Bucket | Bucket
Blocks
Toolbox
Used as a vehicle part and for storing/recharging tools and equipment, put two next to each other for double space (needs energy for the recharge function)

Redstone Dust = Performance (speed/energy boost)
Iron Block = Cast Iron Engine Block (more health)
Recycle in furnace to get iron ingots back
"Fermenter" (needs a better name)
Used for making ethanol, uses water, sugar, wheat, and brown mushrooms (not powered, inputs and output any side)
(no recipe idea yet)
Seat
Used as a vehicle part or can be placed as furniture
(wool blocks must match, comes in different colors)
Entities
Wheel
Used as a car part (need four), can be placed in the world for use as an inner-tube on water, a rope can be attached to make tire swings or for towing
Repaired in workbench with Patch Kit
Upgrade in workbench
Slime Ball = Better Grip (no skidding on ice, snow, glass, etc.)
Leather = Wide Tread (no speed loss on sand, gravel, soul sand, etc.)
Iron Ingot = Run Flat (more health)
Recycle in furnace to get iron ingots back (causes nausea when too close)
Air Bag
Used as a hovercraft part, can be placed in the world at the base of large drops to avoid fall damage or catapult mobs/players
Repaired in workbench with Patch Kit
Upgrade in workbench
Leather = Re-enforced (more health)
Car Frame
Main part of a car, can be used as storage (place in world and add/remove parts with the impact wrench)

Upgrade in workbench
Toolbox = Large Bay (double storage)
Iron Ingot = Re-enforced Frame (more health)
Slots

Boat Hull
Main part of speed boats, can be used as a barge or storage(place in world and add/remove parts with the impact wrench)
Attach a rope to the back for towing things or attach a rope to the front to be towed, either end can be used to tie the boat to a dock
Repaired in anvil with iron ingots (no experience loss)
Iron Ingot | Toolbox | Canister
Iron Ingot | Iron Ingot | Iron Ingot
Upgrade in workbench
Toolbox = Large Bay (double storage)
Iron Ingot = Re-enforced Hull (more health)
Slots

"completed vehicles"
Use the impact wrench to open the mechanic interface (add/remove parts), right click to enter (if seat is present), Shift + right click while outside to open main interface (use a bind-able key while inside)
Storage size of a standard chest (unless upgraded)
Uses ethanol, bio fuel (Forestry), straight fuel (Buildcraft)
Cars and Hovercraft low down going up hill (unless upgraded)
Cars skid on ice, snow, etc. (unless upgraded)
Cars slow down on sand, gravel, soul sand, etc. (unless upgraded)
Takes damage when hitting blocks, players, or mobs (lily pads, tall grass, flowers, torches, and crops have no effect, they break instead)
Headlights turn on in dark places
Vehicles have white smoke at moderate damage, black smoke at heavy damage, fire at severe damage (explodes a few seconds later)
Parts must be removed for repairs, upgrading, or recycling
Mobs and Structures
Service Station
Spawns in villages, contains a toolbox with random tools and materials inside, the building may also contain seats and/or engines
Mechanic
A villager that wears a blue, grease stained jumpsuit who trades vehicles parts and materials, spawns with service stations
Sadly I have no clue how to code something like this, or figuring out how to make the models needed, and besides there is plenty of room for more features to add.
So if any modder wants to take up the challenge of making this mod, let me know, since there is a severe lack of vehicle mods for Minecraft, most are either dead, full of crippling bugs, or just badly made.
