Not sure how this fits into your list of stuf you can or can't do, but here it goes. I want to be able to use a wired Xbox 360 gamepad to play. I use use Xpadder which does fine, but what it's really missing is context specific controls. If I want the left mouse button to be mapped to the right trigger, I have to use the right trigger for everything including crafting and going through the games menu. Ideally, I'd like to be able to tap 'X' to open the inventory, 'A' to select a stack, 'X' to half it, and 'B' to exit. Being able to navigate menus/inventory with the D-Pad would be very much useful as well. Now I know it's possible, there's a mod that does essentially what I'd like it to for 1.4.7. Obviously, I'm using 1.5.1. A HELL of a long shot as far whether you can do it for me, but I thought I'd try.
That is unlikely to be solved at the specific-mod level.
You'd have to hit up Mojang or Forge.

I'd like to have lights that are powered based on Universal Electricity. That way, when I EMP someone, or get EMP'd, the base/city goes dark. It'd be a neat effect. Also would love a ridiculously large battery box so I wouldn't have to have a wall of 150+ battery boxes as an energy storage buffer.

could you make a type of mine cart rail that doesn't need a block below it to be placed, kind of like how they sometimes spawn in abandoned mine shafts. This would actually be really helpful for bridges that mobs couldn't cross but you could if you were in a mine cart.
If you could make my request 1.5.1 it would be appreciated.

There's a slight issue connecting normal rails to bridge rails on slopes. If the normal rail (that's sloped) gets an update, it'll pop off. Nothing I can do about it, it has to do with the fact that the block it's sloped "up to" is air. But you can build things in such a way as to not have that happen.
Rail bridges will ONLY go above a block that can't support normal rails (so above the bottom half of slabs, torches, air, etc.)
Crafting recipe is a rail over a wood plank, if I hadn't mentioned it before.

Doubt it. I'm almost certain that would call for a serious invasion of the inventory code.

My name is IceEye so i figured i needed some sort of ice mod, so here is my idea.
Rare Ice trees,(not TOO rare) dark blue bark and light blue leaves, using it to craft tools just makes default wooden tools. when placed the dark blue planks and logs have low friction like ice. the leaves have a small change of dropping an "IceEye" like a blue ender eye (or you can get creative idc its free) by getting five IceEyes and making an upside down helmet at the top of the crafting table and placing the logs across the bottom, you get an Ice Blower. it shoots showballs as ammo dealing quite a bit of damage. the exact mechanics are up to you. what ever seems easiest. Finally you can use the logs in a furnace shape to craft a Ice Furnace its just a fany wood furnace that runs on snow and ice. im sorry if its too much. i don't think ive asked anything out side of your ability. also, forge would be nice. but not required.

3 blocks isn't a hard limit, as long as the idea is solid.

i think hes said before that he doesn't like messing around with mods that already exist.
Not to mention the fact that any attempt I make at it won't be as good (or as lag-free) as IC2. Redstone signals are hard enough to get working correctly, I don't even want to think about electrical systems.

Could you make a mod that decreases animal growth time to like 30 seconds? I've been testing a bunch of animal farm designs, and currently it is taking forever as I have to wait for the animals to grow. Can't just rely on spawn eggs because when they grow up they are more prone to glitching out of enclosures and I am testing for that to make it efficient.
Ehh. Not really feeling the excitement myself. Personally I feel that the entire food system is woefully inadequate with regards to varying food types and that there's no point in adding more foods until the underlying system is fixed.
How about a mod that adds more items and ores (and stuff like that) to the game that can be used to craft blocks and tools?

*I occasionally have some issues with cows mysteriously dying, but last time I was looking into the problem was a while ago, but I did narrow it down to a single cell, so it's an issue with my build, not the design itself.
Also, the painting trick doesn't work any more, but there's a fix out there. Essentially 3 blocks worth of water: the minecart falls strait down, baby cows will float.

For the iron reeds?
It's entirely dependent on being in the ladder-block space and pressing against a collision box (the ladder's or another block's). There's no magical way to make a non-colliding block suddenly allow you to climb without a collision occurring.
