Ah, you have the same problem. I made a similar thread earlier in the week that got me nowhere. Only thing is I kept Mine shafts. Hopefully this can get more attention...
A mod that removes underground structures but not dungeons and strongholds is hard because you could just get a mod which removes all underground features (alot easier) but you don't want that so I would advise going to a site called planet minecraft and searching there it would possibly be more likely to be there. Otherwise I can't help u

Random lava lakes at surface
Mineshafts
Also I would like to keep strongholds and Dungeons and must be compatible with Forge.
Don't say it already exists cause I cannot find one.
