Like TileEntity said 1.13 had changes (Mojang and Forge side). Just like 1.7.10 to 1.8 also had changes and annoyed many, so it's happened twice.
I'd say just learn what you can to make similar actions happen between the two of difference in Forge APIs/libraries and whatever Java version changes there are from 8 to 11 to 17 or whichever it is now. Many won't help you with 1.12.2 Forge as it's old so good luck with that other than other 1.12.2 Forge modders that stayed there as they are the only help your likely to get as others will say move to modern versions and not be kind about it as far as I've heard at least don't know for certain so second hand hearings there.
Otherwise if Forge doesn't work there is always Fabric or you have using MCreator if learning Forge/Java is too hard (Forge was for me and my basic level of Java). Don't think Legacy Fabric and Fabric work well to allow 1.12.2 to 1.13+ but maybe, I just can't answer what I don't know about how different the structure may be. I mean having another modloader helps and the documentation is easy to get ahold, but if it was just Forge and you can't learn it your not making mods without another option then.
That or make a datapacks there is that as a solution even if not as great as Forge/Fabric are with less restrictions and allow for more possibilities.

You should not think 1.12 -> 1.13 is the same as 1.7 -> 1.8 (becuase the changes in 1.8 were made in a backwards compatible way).

Thanks for that. I don't know enough about it I just knew they made changes or that mod authors worked around them or it was too much a leap for some with big mods to move to 1.8 but that's nothing to go on obviously, no clue what ways they had.
I didn't think they were the same but for all I could speculate the APIs/libraries could have been however, backwards compatible code in whatever way of metadata, IDs, anything and I wouldn't know any different as I never used it (not a modder after all)/can't tell what extent things were for either 1.7/1.8 and 1.12.2/1.13 not that I would group them as the same just moments when things 'happened'. So thanks for stepping in that clarified a few thing and gave a better answer than I did.

simple as that, i want to ressurect an old mod to play with my modpack, i dont know and i dont want to spend hours to learn java
so if there was a simple code changes that i could do to the mod just for it to be playable in newer versions (forge)

Minecraft 1.13 made some technical changes
Mods have to be rewritten to get these to work on newer version - a reason why some mods are still in 1.12.2 or older
