Bedrock has Behaviourpack support (which is mods but not the ones on Java like Forge and Fabric, they are Bedrock's equivalent to Datapacks).
Behavourpacks only work on Phone and Windows 10 versions of the game not Console (so no Switch, Xbox One or PS4 versions of Bedrock).
There is a reason Behavourpacks are not in the marketplace which should be a sign.
Sure the menu option for Behaviourpacks is there (a leftover as they don't want to alter the menu for a version of the game on 3 platforms) but other than that it's just 'there' as a button. Otherwise I think they don't exist/allow it on console is because console makers don't want mods (other than Bethesda games to my knowledge) on their platforms. I assume because of curation, it being just particular code and so on I assume.
Mojang only lets what's in the marketplace of worlds, resource packs and skins for a reason.

No clue why they don't allow people to pay for behaviourpacks but they just don't and that's that. They are inaccessible via the marketplace and have to be imported on Phone or Windows 10 to be useable not Consoles or Console versions of Bedrock. So people make them sure but you find them on places like PlanetMinecraft or MCPEDL.com.
In short for console Bedrock no. For Phone/Windows 10 edition versions yes. you can import them

Bedrock is not Java MC. You are limited to what you can install on Bedrock.
