Hello and welcome to the Legacy Fabric Discussion Thread:
This thread will focus on versions before 1.14 that Fabric will have support for. This will be either for showing off what is available for it or just point out it's existence. These I see as more experiments for the most part, not highlighted important versions to be supported long term (but we will see).
Note: A thing to note is that it is not large on support of mods just yet and only so far into development but plans for the following versions have been considered (these will be most likely the main versions as far as I can tell):

wow, what would be the purpose of this project? only being a light mod loader for older versions? seems interesting but how hard would be porting mods from forge to legacy fabric?
My guess is to either just experiment or allow for people to develop for those versions, I don't really know otherwise. I mean Liteloader exists and its a lightweight modloader. I don't know the actual motivations with this so I can only assume.
I don't know how much developing for Fabric on older versions is compared to 1.14+ Fabric (and I only have a bit of experience with learning how to make mods for Fabric, I've never made one completely) but I'd say it's similar (or slightly different enough in comparison to Liteloader which uses similar but I think older aspects while Fabric's might be newer but adapting to the older versions, again I have no idea).
I don't think many mods on Forge will be ported to Legacy Fabric though (and definitely not straight away), I see mods with similar ideas and certain others like with current Fabric for the most part but nothing crazy big ported to it like people will expect, or at least not yet. It is still early and the first two mods are all I've seen, the rest is just still creating the modloaders for different versions so far so it's hard to say. I'd ask the devs themselves in the Discord for better answers as I'm just someone that is part of the Fabric community (a mod spotlighter) not a developer that knows enough about this stuff.

Keep in mind that Legacy Fabric does not have many mods yet as the team is still making the framework of it, but for what I have tested the mods do work pretty well so far, so best to look at the mod list first to see if there is any of interest to you, but if you ok with testing it out that's fine, just don't expect it to be as good a replacement to Forge or Liteloader just yet.
For videos on how to install it/How the mods were a few mods ago when I took a look at them for the first time:
1.If your using the regular Java Edition launcher you can download the Fabric Installer under the Vanilla Spoiler (or here for a direct link: https://jitpack.io/com/github/Legacy-Fabric/fabric-installer/-SNAPSHOT/fabric-installer--SNAPSHOT.jar) and double click the Installer for a window to appear (their is a direct link and a github one, the direct one is quicker and has access to all loader versions so it shouldn't matter (the layer needed to make the game modded).
2.If you fine with where it installs just click create.If you need to redirect it because you installed the game in your documents for example then direct it there but the default is fine.
3.Then just got to your .minecraft folder (the easiest way is to go to the resource packs menu in-game of an unmodified version of the game, and select the left button in that menu).
4.This will make a window appear, taking you to the resource packs folder, go back up one to .minecraft and if you see a mods folder put your mods in there. If not then create one called 'mods' with no capitals.
5.Launch the launcher and if you see a Legacy Fabric profile then your good to go. If not go to the 'Installations' tab. And create a new profile. Go to the dropdown box and go up to 1.16 versions, the 1.8.9 Legacy Fabric version should be around the 1.16.2 range I think.
