For those interested in knowing. I figured it out by talking to Noppes and his staff on his discord. All I had to do is,.....
/noppes clone spawn Test 1 Test
The first "Test" is the name referencing the custom NPC that is saved to server side.
1 refers to what tab the NPC is saved to in the server side menu.
And the second time I put "Test" was the name the NPC will spawn with.
Thanks to this bit of information I am now able to continue on with the beginning phase of development on my narrative driven mod pack.
