So back when I used to play this game I think it was 1.8 there used to be a Mod Launcher that I could install everything I needed but I can't seem to find it anymore, but as time goes on I ain't expected them to stick around so my question is: What is the best Mod Launcher to use? I have seen videos on YouTube and everyone seems to be doing tutorials using the standard launcher but on their version they have a Launcher option which I don't have.
All I basically want to do is play the game, Install some texture packs, maybe a few mods (not to cheat) and optifine, I am not sure if I need Forge, I think it depends on the mod
I'd say it depends on the Launcher, if you want instances to be created easily for mods and texturepacks/auto downloading them and management that's easy then use Twitch. (Only supports Forge not any other modloader which disappoints me [as you can tell by my signatures supporting other modloader forum-like wikis] but I understand why they haven't yet)
If you want to use a launcher that is good for any modloader (Forge, Liteloader, Rift, Fabric) for instance creation, management and applying mods/texurepacks manually like you would with Vanilla or a not as auto-download focus as Twitch but is still good for modpack exportation/importing then go with MultiMC.
People might using later/newer versions of the Vanilla Launcher from the sounds of it, they just have a new look as well as a way to go about older (even Alpha, Beta and older Release versions), new or modded versions that are installed pretty well it just takes a bit to work out based on how they look. If you have a new Launcher look for something called Launch Options or Installations (depends on the version of the Launcher) and you can manage your modded or unmodded versions easily. Just obviously be careful of the mods folder since if you want to use Forge 1.13.2/1.14.2 you can't put mods in deeper folders, but for 1.12.2 and prior you can to isolate your mods but still play the game without any issues.
I'd say go with a Third Party (Twitch or MultiMC) if you have the old launcher but want to stick with it/don't like the new Vanilla Launcher like an navigation.
When it comes to things like Magic Launcher they aren't supported anymore but when it comes to Modpack Launcher many of the common ones like FTB, Technic and ATLauncher are still around with support for modpacks in 1.14+ now.
Hopefully that helps.

OMG thank you for that informative information, You have just reminded me what I used to use MultiMC and since I hadn't seen anything about it on the forums or google I thought it might have been discontinued, I will be looking into all the options as you pointed out.
No problem. Nah, MultiMC still exists, the dev currently works for Mojang though and the new Vanilla launcher is clear of that but MultiMC is still great and updated.

The reason I don't have launcher option is because I have the java version, I can't find the other version the other people are using, I have tried to play 1.14.3 on multiMC with optifine and faithful texture pack and the game keeps crashing, I am sure I don't need forge as I am not installing any mods yet, Which is the most stable version?
I was talking about Java Edition/Mojang launchers when it came to Launch Options (not Third Party launchers like Twitch or MultiMC) I meant to say towards the Java Edition Launcher that looks like image 1 for profiles you can access regardless of if it is modded or not [had to find this somewhere since don't know how to access the old launcher currently] (as there is a new launcher that looks like image 2).
Anyways, to create any profile on MultiMC (Vanilla or modded) go to 'add instance' (or right click and do the same, in Windows case), then select 1.14.3 (name it if you want too but you can leave it blank and it will just call itself 1.14.3), then you just launch that instance and if it loads currently then it's fine.
I'll try Optifine and Faithful Texture pack if you can link them to me (especially the Faithful texture pack so I know which resolution version you use, Optifine I've gotten for 1.14.3 already so that is one less thing to consider).
