What types of elements of the game are you into? I'd say that's the best way to know what to add to a modded survival, then from there once you have say tech mods, magic, adventure/exploration or whatever your into out of those, I'd go for smaller ones like a minimap, additional recipes, in-world info mods (I call them that but I mean mods like Waila, WIT, TUMAT, Hwyla), I think that adds elements of support really well. If you want other mods like food, harder survival starts and so on then go for it but it depends, then I'd say go for server support (FTB Utilities and such, or server side mods I guess but the prior was what I really meant) mods last when you have finalised the pack if your a multiplayer type.
Besides that, what are your into, so I can recommend mods you'd like rather than just anything, the common ones that will define your world, Vanilla focused? Tech? Magic? Adventure, Exploration, Weapons & Armour?
Then support mods like Waila, JEI (a recipe/cheat mode mod) and a minimap if you prefer or are OK with the Vanilla map system.
In short take a look at what stands out to you, go for the versions that you want to use the mods for the most 1.7.10, 1.10.2, 1.12.2 as common examples I guess and just make a custom pack around that.
